Mexico electricity: President signs off on controversial energy bill
Mexican President Andres Manuel Lopez Obrador has signed into law a controversial electrical energy bill that favours government-owned generating plants that largely run on fossil fuels.
The bill has drawn complaints from private business groups and foreign investors, some of whom backed cleaner gas and renewable power plants in Mexico.
But Lopez Obrador says the move will make the country more energy independent, although activists have decried the bill, saying it does not make environmental and economic sense.

Mexico’s New Energy Reform: Facts, Details, and Possibilities
In 2013, former Mexican President Enrique Peña Nieto’s flagship energy reform opened the doors for private companies to compete in Mexico’s previously nationalized energy market, allowing companies to compete for both consumers and extraction of resources. Now, current President López Obrador (AMLO) has proposed what many feel is a “counter-reform” in an attempt to strengthen state-owned companies and stabilize consumer prices.
In this video, the Mexico Institute explains the details of the new energy reform, as well as explores its implications on Mexico’s climate commitments, development into greener, more cost-efficient technologies, and market competition.

In September, the Lopez Obrador administration sent an initiative to Congress aimed at amending the constitution and completely restructuring the electric sector and market. The administration has set forth specific criticisms of the prevailing market structure, particularly with regards to the Comisión Federal de Electricidad (CFE). The Institute of the Americas authored white paper, “Clean Energy Cost-Savings: A Study of Mexico’s Federal Electricity Commission (CFE),” provides an assessment of the impacts both in terms of CFE’s financial outlook and emissions profile. The purchase of clean energy through the auctions in order to obtain the corresponding CEL certificates has allowed CFE to avoid variable generation costs at its thermoelectric plants, which would have been far higher than ...

A wholesale market in Mexico’s capital is sparking a greener future as work begins on turning its idle rooftops into a sprawling solar farm. Workers had started to install in August 2022 the first lot of photovoltaic panels, manufactured in China, atop shops at the Central de Abasto in Mexico City. The nearly US$20-million project will be used to power part of the city’s public transportation system, officials said. The urban solar farm is expected to be ready by the end of 2023 and projected to generate 18 megawatts of electricity.
